Raymond G. Baldwin, Jr., is president and CEO of St. Vincent’s Special Needs Services in Trumbull, an affiliate of St. Vincent’s Medical Center. Previously, Mr. Baldwin was the Town of Trumbull’s First Selectman for eight years, where he guided the development of the Trumbull Childhood Education Center and the Trumbull Special Needs Awareness Program. 

He has also served on the Kennedy Center’s Board of Directors and, in 1989, helped to found one of the first Challenger Little League programs in Connecticut. An undergraduate of the University of New Haven, Baldwin holds a law degree from the University of Bridgeport and had practiced law prior to becoming Trumbull’s top elected official. 

He also served four years in the United States Marine Corps, including a tour of duty in Vietnam.St. Vincent’s Special Needs Services provides a comprehensive range of programs and services for children and adults with multiple developmental disabilities and complex medical needs from birth through the senior years.
